President and CEO Born and raised in Orange County, CA.
Since coming to San Rafael in January 2010, Rick has helped the Chamber engage is a broad scope of work including: Business Advocacy, Membership Investment Value, Financial Performance and Metrics, Team Dynamics, Technology, Sustainable Business, Social Networking, Political Action, Business Retention/Expansion, Emergency Preparedness, Board Governance, Communication/Marketing and Leadership.
In his previous position he served as CEO of the Vallejo Chamber of Commerce from 2003 thru 2009. During this time the Vallejo Chamber. Before his appointment as CEO in Vallejo, Rick worked at the Napa Chamber of Commerce as Director of Membership for five years.
Rick has degrees from Orange Coast College and the University of California, Davis with a focus in Communications Studies. He earned a Masters of Business Administration in Sustainable Management from Presidio Graduate School in San Francisco. He holds both the IOM (Institute of Organizational Management) and CAE (Certified Association Executive) professional certifications.
Rick is a graduate of Leadership Napa Valley and a past Board Member and past President of the Napa Active 20-30 Service Club. He also served as a Board Member and Secretary for the Leadership Vallejo program in 2007. Rick is a current member Marin County School to Career Partnership, Workforce Investment Board of Marin County, San Rafael Pacific's Advisory Board, Northern California Golf Association and BABBS Golf Club.
In 2012 Rick was named one of the "Top 40 under 40" in the North Bay Business Journal. For nearly 10 years Rick was an active mentor in the Big Brothers/Big Sisters program; he was recognized as Napa County Big Brother of the Year in 2002.
Rick has been married to the lovely and talented Ellie Bishop Wells since 2006. They like to spend time with their young daughter Cadence, cooking, playing golf and walking with Lucy May and Arnold Palmer, their two adopted dogs.
Joanne Webster
Director of Marketing & Community PromotionBorn and raised in Swampscott, Massachusetts.
Joanne was hired by the San Rafael Chamber of Commerce as Director of Marketing and Community Promotion in April 2011.
Joanne has been the Director of the San Rafael Business Improvement District for the past ten years and owner of the Double Rainbow Café on Fourth Street in Downtown San Rafael since 1988.
Joanne has a Bachelor of Arts degree from Boston College; double majoring in math and computer science. Joanne worked as a software programmer for Design Options in Boston, MA before moving to California in 1985 to open her first small business. She worked for Double Rainbow Gourmet Inc. as Franchise Marketing Director from 1989-1990.
She served as a Board member of the Marin County Visitors Bureau from 2006-2009. Joanne is a current member of the Marin Forum and Board member of the Citizens Advisory Committee for the City of San Rafael.
For over 20 years Joanne has been an active member of the San Rafael business community, winning Small Business of the Year and the Spirit of Marin Award in 1998 and 2008.
Joanne lives in Fairfax with her husband Charlie Garfink and they have two daughters; Anna (17) and Meghan (13). She enjoys mountain biking, yoga and Charlie's French cooking.
Business DevelopmentLeonard Weingarten has a rich track record in developing, marketing and managing successful business, nonprofit and civic partnerships, high profile events and economic and workforce development programs.
In addition to his Chamber of Commerce responsibilities, Leonard works for the Small Business Development Center where he handles various North Bay marketing activities and managed a highly successful two county youth entrepreneurial program that exceeded its goal by more than 700%. He had record fund raising success with the United Way of the Bay Area and at Enterprise for High School Students, a San Francisco youth employment nonprofit, Leonard created a new department spearheading the agency's partnerships with the business sector. During his six year tenure, Enterprise was nationally honored by the U.S. Department of Labor.
Earlier in his career, some of his sports and entertainment achievements includes managing marketing and public relations projects for two Summer Olympic Games, working in the NFL and on fund raisers featuring Ray Charles. Leonard also designed a sports marketing/event management course which he taught at U.C. Berkeley for five years to an international audience.
Membership Development Jean has been with the San Rafael Chamber for the past 17 years. She is responsible for membership development. This entails recruitment and retention of Chamber members as well as overseeing the Ambassador Committee and planning all Ribbon Cuttings.
Before arriving at the Chamber, Jean served as Conference Center Director at Dominican University for seven years. While there, she attended and graduated from the San Rafael Chamber Leadership Program. Jean has a degree from Chandler School in Boston and attended Boston University.
Jean has lived in Marin County for over 40 years and raised her three daughters in Lucas Valley. She enjoys spending time with her family and has 5 grandchildren. Jean serves on two boards-Partridge Knolls Homeowners Association and Friends of the Marin Center.
Administrative AssistantEmily is from Albany, New York and recently relocated to Marin. She was hired by the San Rafael Chamber of Commerce as Administrative Assistant in August, 2011. She is happy to join the staff at the Chamber and looks forward to helping our members.
Emily has previously worked at a language translation company and for two New York State agencies. She received a Bachelor's Degree in History from the George Washington University in Washington, D.C. Emily enjoys hiking, reading and cooking.
